Summary of the June 14, 2018 Weatherford College Board of Trustees Meeting: The Weatherford College Board of Trustees authorized college administrators to enter into a contract for a new enterprise resource planning (ERP) system with Ellucian, a higher education technology solution company. An ERP system is an integrated suite of applications that manages the college’s core business processes including admissions, financial aid, student life, the budget, payroll, human resources and more. The system provides a continuously updated view of transactions and performance while using a common database. The new system, Ellucian’s Colleague product, is the highest ranked product based on award ranking criteria from the request for proposals and, according to Shrader, represented the best value for WC. Ellucian has been solely focused on the higher education market since 1968, and the Colleague ERP system is implemented at more than 650 institutions worldwide and is the choice for 41 Texas higher education institutions. Approximately 300 community colleges across the country use Ellucian. This new system will benefit WC in a variety of ways including streamlining business processes and eliminating redundancies. The total cost to implement the new ERP system is $2.1 million and has been divided across three budget years. It also includes an ongoing annual subscription cost of $520,000. In other business, the board: Approved minutes from the May 2018 board meeting. Approved the financial reports ending April 30 and May 31. Approved the quarterly investment report. Approved the purchase of medical equipment and supplies for 2018-19. Approved a contract renewal for facility maintenance services. Approved a bid for commercial charter bus services. Approved proposals for the re-roofing project for the Wise County campus. Approved the disposal of obsolete and surplus items through an online auction. Approved TASB policy service update No. 34. Heard reports on the 2018 graduation, proposed 2018-19 budget, a security audit and Guided Pathways. In his President’s Report, Dr. Tod Allen Farmer: Reported an increase of 2 percent in Summer I enrollment compared to 2017, but also a decrease of 13 percent in contact hours for the same semester. The decrease is attributed to a schedule shift in the Occupational Therapy Assistant and Phlebotomy program courses within the summer terms. Reported an increase of 15 percent in Summer II enrollment and an increase of 22 percent in contact hours for the same semester. Reported a current 5 percent increase in Fall 2018 enrollment as compared to the same time period in 2017 and an increase of 6 percent in contact hours. Recognized the WC rodeo team which sent Lane Cooper, Kirby Blankenship and Kelly Valdez to the College National Finals Rodeo in Casper, Wyoming. Recognized board members Sue Coody, Lela Morris, Dr. Robert Marlett and Judy McAnally for participating in the 2018 Community College Association of Texas Trustees Conference June 1-2. Recognized Tanner Driskell, a former Coyote baseball player, on his recent selection in the Major League Baseball draft. The Washington Nationals selected Driskell in the ninth round. Recognized WC Ag Club students who recently participated in the Texas Junior College Agricultural Association convention at West Texas A&M University. The club, collectively, won 26 awards at the event. Recognized the WC Humanities Department on holding a creative writing contest. Congratulated WC student Melissa Crowe and Ila Conrad on being named recipients of the $1,500 Aaron Rubin Scholarships from the Fort Worth Chapter of the Texas Association of Addiction Professionals. Congratulated Brent Baker, WC Vice President of Institutional Advancement; Evelyn Payne and other employees of the institutional advancement team and WC Foundation for another successful Taste of Parker County event. Reported that Governor Greg Abbott has appointed WC alumna Melissa Schat to the Texas Board of Nursing. Summary of the August 4, 2016 Weatherford College Board of Trustees meeting: The Weatherford College Board of Trustees adopted a proposed 2016 tax rate of 12.019 cents per $100 valuation during their monthly meeting Thursday afternoon. A maintenance and operations rate of 11.376 cents and a debt service rate of 0.643 cents comprise the total rate. The proposed total rate is slightly higher than the current rate of 11.364 cents, but remains lower than the effective rate of 12.0876. The effective rate is the tax rate needed to bring in the same amount of property tax revenue as the previous year. The slight increase is a result of a decrease in certified property values adopted by the Parker County Appraisal District for 2016. WC President Dr. Kevin Eaton said the tax rate will result in an increase of about $9.83 a year on a property valued at $150,000. The average tax rate for community colleges across the state is approximately 17.54 cents per $100. No public hearing is required before adoption of the tax rate. A meeting is set for noon Friday, Aug. 26, to adopt the 2016-17 budget and tax rate. Also during the meeting, Eaton announced several title changes, including new roles for Mike Endy and Adam Finley. Endy will move into the position of Vice President of Instruction and Student Services following the retirement of Dr. Richard Bowers. Endy was hired on at WC in August of 1997 as an instructor. He has served as Dean of Humanities, Fine Arts, Business and Criminal Justice and most recently as the Executive Dean of Academics. Finley will be the new Executive Dean of Student Services after the retirement of Kathy Bassham. Finley has worked at WC since October 2004. His roles at WC have included Advising Specialist, Director of Advising, Executive Director of Student Engagement and Associate Dean of Student Engagement. Also, Andra Cantrell’s title will change from Vice President of Financial and Administrative Affairs to Executive Vice President as she adds supervision of the Human Resources Department and Athletics Department to her current list of responsibilities. In his President’s Report, Eaton: · Provided an enrollment update for the summer semesters. While overall enrollment decreased 2.5 percent from last year, contact hours increased by 1.3 percent. A decrease in enrollment is still projected for the fall semester. · Announced Dr. Matt Joiner has accepted the position of Dean of Distance Learning at North Central Texas College and is leaving the WC Wise County campus. Eaton thanked Joiner for his work for WC in Wise County. · Recognized Johnny Emmons and the WC Rodeo Team for a historic season. · Recognized Baseball Coach Jeff Lightfoot and his team for their national academic achievement award. · Announced the resignations of Carla Crider, Bill Palmer, Glen Schlee, Doc Ballad, Jackie Bennett and Brandi Bach. In other business the board: · Tabled a resolution by the Board of Directors of the Parker County Appraisal District to construct an addition to the current appraisal district office at a cost not to exceed $750,000. · Listened to an update on the progress of the 2016-17 budget.

EMBARGOED UNTIL 8 AM EASTERN, WEDNESDAY 26 April, 2017 PLANNED PARENTHOOD “LAMBORGHINI” EXEC HAGGLES AGAIN OVER BABY PARTS PRICES IN NEW VIDEO Dr. Mary Gatter, PPFA Medical Directors’ Council President, Calls Per-Body Part Price Offer “A Little On the Low End” But Admits Clinic Does No Work For It Contact: Kate Bryan, [email protected], 703.683.5004 LOS ANGELES, April 26--New undercover video shows Dr. Mary Gatter, the Planned Parenthood senior executive who infamously laughed “I want a Lamborghini” about payments for aborted fetal parts, again haggling over per-specimen pricing for livers, lungs, and brains, even while insisting the purchaser must do all the work to harvest. The video is the second of a never-before-seen batch of undercover footage being released by The Center for Medical Progress. At a Planned Parenthood conference evening reception, CMP investigators posing as buyers from a biotech company are introduced to Dr. Gatter for the first time by Dr. Deborah Nucatola, Planned Parenthood Federation of America’s Senior Director of Medical Services. “I wanted you to meet Mary Gatter,” says Dr. Nucatola, before Dr. Gatter steps forward. Gatter was for many years the Medical Director of Planned Parenthood Los Angeles, before moving to the same position at the Pasadena affiliate, and then being elected President of Planned Parenthood Federation of America’s Medical Directors’ Council. As Medical Director at PPLA, Gatter oversaw the affiliate’s partnership with Novogenix Laboratories, LLC, a local for-profit fetal organ and tissue harvesting company. “I did it in LA, I’m committed to it, I think it’s a great idea,” says Gatter to the purported body parts buyers. Discussing the number of abortions at her Pasadena clinic, Gatter asks, “What kind of volume do you need and what gestational ages?” During the conversation, Gatter advises, “You know, you have to pay a little money to use the space.” After asking for a ballpark figure, the buyer observes, “Most people now seem to be doing per specimen.” “Per specimen. Like $75 a specimen?” Gatter replies. After the buyer asks for clarification, Gatter repeats, “$75 a specimen, or $50 a specimen?” The buyer replies, “What we’ve been quoting is $50 per specimen. I think some people are doing more, some slightly less.” Gatter then comments, “Yeah, $50’s on the low end, $50 [per specimen] was like 12 years ago.” The buyer then explains, “What we like about per-specimen is that way we’re not paying for [fetal] material that we can’t use, you know?” Gatter nods, saying, “Yeah yeah, yeah.” Federal law permits reimbursement for specified costs in a fetal organ or tissue donation, but prohibits the purchase and sale of the organs and tissues themselves (42 U.S.C. 289g-2). The buyer continues, “If we can get a liver, a lung, and you know, a brain--” before Gatter interjects, “But you would show up to do this? You would send somebody,” to which the buyer answers affirmatively. Gatter concludes the conversation saying, “Yeah I’d be willing, give me a call.” According to contracts and invoices, the real-life fetal organ and tissue wholesaler companies Novogenix, StemExpress, and Advanced Bioscience Resources all made monthly payments to Planned Parenthood based on the number of resalable fetal specimens the wholesalers’ workers could harvest inside the abortion clinics. Planned Parenthood told Congressional investigators it kept no contemporaneous records of actual costs for reimbursement under the law. The Novogenix contract promises Planned Parenthood Los Angeles $45 “per donated specimen.” Planned Parenthood Los Angeles does over 15,000 abortions every year, but has never publicly admitted how much money they received total under their contract with Novogenix. In December 2016, the Senate Judiciary Committee and the House Select Investigative Panel both referred Planned Parenthood Los Angeles and Novogenix to the FBI and U.S. Department of Justice for further investigation and criminal prosecution. CMP project lead David Daleiden notes, “The fact that Novogenix, StemExpress, and ABR stationed their own workers inside Planned Parenthood abortion clinics to perform the harvesting, packaging, and transport of aborted baby body parts demonstrates that Planned Parenthood had no reimbursable costs under the law. The volume-based sums that Planned Parenthood charged these businesses for baby parts are criminal trafficking and profiteering in fetal body parts.
