The Role of Food Safety & Regulation in Protecting Health as a Human Right A public health seminar recorded on April 10, 2017 featuring Mary E. Alvarez, EIAO and Jasmine Hale EIAO SEMINAR ABSTRACT Enforcement Investigators and Analysis Officers (EIAO) with USDA/ Food Safety and Inspection Services (FSIS) are trained in surveillance and enforcement to conduct foodborne illness investigations, and other vital functions to protect public health. During the past 2 years, FSIS has removed thousands of pounds of products from commerce because they were adulterated, illegal, or otherwise posed a significant threat to consumers. In the case of a foodborne illness outbreak, FSIS investigators and officers work with epidemiologists from other health partners to trace the path of foodborne illness back through the supply chain and perform emergency preparedness and response activities. Duting the presentation, participants gained an understanding of the regulatory and enforcement methodologies that keep our food supply safe. SPEAKER BIOGRAPHIES Mary E. Alvarez, EIAO is attending Bay Path University under the USDA's -FSIS Food Based Science Program and is completing her degree in Business focusing on Leadership and Organizational Skills. Jasmine Hale, EIAO proudly attended HBCU (Historically Black College & University) alumnus from the University of Arkansas at Pine Bluff. She graduated with a B.S. in Agriculture-Animal Science in December 2013. She came into Food Safety and Inspection services via the USDA Pathways Internship Program.

When a business, industry, or individual refuses to comply with a law it is not always clear what action will be effective in resolving the problem. Responsive regulation responds to the context of unlawful behaviour by drawing on different levels of the regulatory pyramid. At the base are self-regulatory measures, with the ‘tough stuff’ of harsh enforcement and sanctions at its peak. If the base is ineffective, regulatory responses move up towards the peak. Looking at passive smoking and his ‘Peacebuilding Compared’ fieldwork on sexual crimes in the Democratic Republic of Congo, one of the founders of the regulatory pyramid, Professor John Braithwaite explains how responsive regulation works in practice.

This lecture will highlight several key characteristics of the Chinese governance system that are in potential conflict with sound principles for formulating and enforcing rules. The consequences of such conflicts are illustrated by examples in environmental regulation and compliance. Shui-Yan Tang is Frances R. and John J. Duggan Professor in Public Administration in the Sol Price School of Public Policy, and Research Director for the Judith and John Bedrosian Center on Governance and the Public Enterprise, University of Southern California. Professor Tang’s research focuses on institutional analysis and design, common-pool resource governance, environmental politics and policy, microfinance, collaborative governance, and governance reform. He is the author of Institutions and Collective Action: Self-Governance in Irrigation (ICS Press, 1992), Ten Principles for a Rule-ordered Society: Enhancing China’s Governing Capacity (China Economic Publishing House, 2012), and (with Carlos Lo) Institutions, Regulatory Styles, Society, and Environmental Governance in China (Routledge, 2014). In addition, he has published over 60 journal articles. Professor Tang was an associate editor of the Journal of Public Administration Research and Theory, and he was elected as a Fellow of the National Academy of Public Administration in 2009.

Jaron Ming, the Pacific Region Director of the Bureau of Safety and Environmental Enforcement (BSEE or "Bessie"), discusses how he got started in marine policy and provides a general introduction to the state of offshore oil and energy regulation. Part of the Department of Interior, BSEE has the task of enforcing safety and environmental regulations on all active offshore energy efforts in federal waters. Among other topics, he touches on the Deepwater Horizon blowout, wind/wave energy projects, the value of strong regulation, the approach one needs to take when one is "in the trenches" as a regulator/policy maker, and the challenge of meeting our energy needs and keeping a healthy environment.
